Name: Technically, it's The Artist. In reality... call him whatever you want, he'll probably answer to it.

Appearance: Ghosty, with a healthy dose of toon. The main feature he has, aside from being a glowy white with a fancy blue outline (that shifts around him depending on your perspective) are a pair of specially adapted toon gloves specifically crafted for him. They're important - they're the only part of him that can interact with the world at large. The rest of him will just pass right through it.
Please don't take his gloves, he does need them.
Since he's a ghost, he can fly, and get anywhere - walls are of no consequence, even with gloves on. He also has a hammerspace, though he'll attribute pulling out an artist's bag, paints, brushes, or anything else he needs as 'no, I always had these. You just didn't notice them.'

Personality: He's a ghost of beneficial science!
Generally amiable as they come, but quite adamant on his place on the sidelines -- this is not exactly Casper. The Artist is here as a doctor, not a fighter, a planner or a follower, and he steadfastly refuses to get involved in any intrigue or plots that occur. He can be snarky, and is far more willing to laugh and shake his head at a situation than allow it to get to him, but largely he just wants to be able to do his job and prevent the death count from rising. That's not healthy.
The Artist's abilities are not as extensive as the Mayor's or the Painted Lady's, but he has an impressive ability to create and erase, and his hands are always steady. His sworn duty, which he takes completely seriously, is to use this ability to correct broken lines, fix injuries, and heal wounds - that's all he would ever want his powers for to start with. He is perfectly thrilled with his job, although he does not like the fact that people get broken to start with.
Mental injuries... that, he can't fix. Only physical.
He isn't impulsive, he isn't irrational, he's quicker to be sympathetic than to be angry - though he'll be quite annoyed if you mess up that limb he just fixed, and if you don't follow his instructions you'll get a talking to. He's very much got the attitude of a first-responder; he never panics, he doesn't tend to give out more detail than he needs to, and he's quick to wave off questions or give simple answers.
Backstory: He, like the Guard, was created in the City by the Mayor and PL. Unlike most people at the City he has no memories of a time before, no backstory, no idea why he's ghostly, and plenty of helpful, colorful and inventive "stories" on how he "died" if asked.
Any real backstory besides being created in some blank space in the City that he has'll be told or figured out in the city. While you watch!
Moral Standing: Hippocratic Oath. He will not do harm, nor will he willingly withhold treatment on someone who has done wrong. It does not matter if he likes you, it does not matter if anyone else likes you either.
Dreams: To NOT have to fix people up here all the time.
Fears: Losing his powers to heal.

Largely, he's intangible. He's also untargetable by spells-- with one catch as was mentioned above. It bears repeating:
No part of the Artist, himself, can touch anyone. The exception to this rule is the gloves that he wears. Don't ask me how he wears them; they're special ghost gloves. (More specifically, the Mayor made them for him, meaning that if he loses this pair he has to get a replacement.)
You can grab his hand, and you can take his brush away or take his glove. But you can not actually harm him - this was deemed essential for him if he's going to be repairing people without reservations.
Also, yes he does have a license to practice medicine. He'll show you if you ask to make you quit asking.
